Apple have just released the first Public Betas of iOS 13 and iPadOS 13 to all Public Beta developers.
The Apple Public Beta is a developer licence that allows you to test pre-release iOS, macOS, iPadOS, watchOS, and tvOS firmwares for free, unlike the Apple Developer license which costs $99 a year. You can sign up for the macOS Catalina Public Beta by signing up for Apple Developer with your Apple ID. It’s free to do so, so I would recommend it if you want to Beta test Apple Software!
Apple said that the Public Beta for these devices wouldn’t be arriving until early July, but that seems to have changed. Of course, I would not recommend installing this beta on your own main devices and these pre-release firmwares are always filled with bugs, glitches, and other faults you would not normally experience day-to-day.
